I propose a rule to help prohibit teams from protecting players with major league contracts who are on the disabled list and their time on the list has expired. This coincides with the current rules in the constitution about the secondary roster limits as quoted here:
"The smaller secondary roster will force better players onto the waiver wire, which should prompt more activity."
The roster limit is set to 35 players on the secondary roster.
Without this proposed provision a team may keep additional players with major league contracts without placing them on that secondary roster thus having more than the 35 man limit.
Note: This does not affect any players coming off the disabled lists during the actual sim period. This only affects players after the sim has been run and posted for download and the player(s) have no time left on the disabled list. This requires GM's to make such roster moves to clear the disabled list of players with no time left on the disabled list. GM's always have the option to put the player on a rehabilitation assignment to the minors, trade them, activate them, waive them, or release the player(s) in the next export to be in compliance. However, any teams failing to clear the disabled list as needed will require the Commish to release those player(s) into the free agent pool..........thus prompting more activity as stated in the rules.

Players who are on the disabled list who recover during a sim and not removed from the DL before the next sim will be released into the Free Agent pool.
