Inspired by a terrible contract to Colby Rasmus, who I was looking at, I propose an Amnesty Rule to teams. Here are the conditions:
1) A GM may release a player under the Amnesty Rule only if the player meets these conditions:
A) The player was signed to the contract prior to the current GM taking over the team.
B) The player is not headed into the last guaranteed year of their contract.
2) A player may only be released under the Amnesty Rule between the end of the season and the beginning of pre-season of the next season.
3) Teams will be responsible for a one time buyout equal to half of the average remaining guaranteed salaries plus any applicable option buy outs. (This will be taken out of the teams cash.)
4) Release under the Amnesty Rule must occur through the Commissioners Office. Any player released through the GM would not be eligible.
5) GM's may only release 1 player under the Amnesty Rule in a rolling 5 season period. (For example, if a player is released prior to the 2018 season, the GM cannot release a player under the rule again until prior to the 2023 season.)

Just a minor problem with this part: I still voted yes with this, but I feel like you should only get 1 free release. I doubt there would be any bad contracts left after 5 years anyways.
